This scene is from episode five, "Basketball," from the first season of The Office, which first aired on April 19, 2005. 

Football is like rock and roll, and basketball is like jazz, ya know? You're kind of... dupee-do's all downbeat, it's in the pocket, it's all *more awful scatting imitation*...

As the scene comes to a close Michael Scott can be heard scatting "Sweet Georgia Brown" as he tries to spin around on his knee while dribbling the basketball. This sequence is in reference to the Harlem Globetrotters whose theme song is "Sweet Georgia Brown."
